Same grade or lower as he didnt pass selection?

Hi my friend went for senior trainee management positions recently but did not get the job itself but he said there maybe a possible job in the intellectual property department. Technically there isnt a job there but will create one due to his experience. Would they do this and would it be the same grade as the one he went for. Would he just be offered the job or would he have to reapply. It also says on the site if the candidate is suitable but not selected would be considered for similar posts. But if theyre management positions and he didnt get them would it be same grade or lower
